As regards other sources of finance, no inspiration occurs to me, but I suggest that the Hong Kong Government should be urged to consider very carefully whether they can make any other suggestion, and that simultaneously the position should be put very clearly before the Colonial University Grants Committee so that they may consider whether it would be possible for them to make the provision for Hong Kong more generous than that hitherto contemplated. It would be unorthodox and chancey, but not perhaps entirely to be ruled out, that as we have here a university in being and therefore something in which expenditure could be undertaken quickly and with quick results, the University Grants Committee might be prepared to pledge part of their funds at once as a kind of loan in the hope of getting it back if H.M.G. should later find it possible to stump up by direct grants. That is, the Committee might give a promise now of assistance rather greater than they would really like to make available on the under- standing that if other Exchequer funds are found the C.D. & W. grant would be reduced, and, if not, the Committee would just have to grin and bear it.
